Medicals have been scheduled for the duo in the coming days, and it is expected that their signings can be formally completed by the weekend.
A full agreement between Arsenal and West Ham for Rice is expected to be sealed within the next 24 hours as talks continue today.
The North London club have agreed to pay £105 million for the 24-year-old, and both clubs want to iron out the timescale for payment.
The Hammers want the £100m Arsenal are paying upfront by the start of 2025, but the Gunners wanted to pay the money over the course of four years.
An agreement is set to be reached between both clubs as they look to reach a compromise.
There is also a verbal agreement in place with Ajax for Timber for an initial £40m, with a deal agreed in principle.
The final paperwork is set to be wrapped up as the Dutchman closes in on a move to the Premier League club.
