The England international is set to leave the Gunners at the end of the campaign after losing his starting berth to David Raya, and they are on the lookout for replacements.
Arsenal want to sign a homegrown goalkeeper to help them comply with Premier League squad rules, and Steele fits the bill.
They are also interested in bringing back Wojciech Szczesny, while Ajax goalkeeper Diant Ramaj remains on their radar.
However, a move for Steele appears to be more appealing amid uncertainty over the futures of several homegrown players in their squad.
Eddie Nketiah, Emile Smith Rowe, James Hillson and Reiss Nelson are all likely to join Ramsdale in seeking greener pastures.
The Brighton star still has two years left on his contract but may be open to a move having been rotated with Bart Verbruggen this season.
The 33-year-old has made 22 appearancess across all competitions this term, with his concentration and penalty-saving skills some of his strengths.
The former England youth international also loves to come off his line and is comfortable with playing out from the back given the style of play at Brighton.
Seagulls manager Roberto de Zerbi claimed last November that Steele was one of the secrets to their success last season, and Arsenal could do with such a top goalie as their back-up.
